Keynote Speakers for ISHS2026

Tetsuya Sumi graduated from the Department of Civil Engineering, Kyoto University in 1985. He then worked for the Ministry of Construction of the Japanese government for 14 years. In 2009, he became a full Professor at the Water Resources Research Center, Disaster Prevention Research Institute. In 2024, he established a new laboratory focused on dam upgrading and reservoir sedimentation management, in collaboration with hydropower companies, consulting firms, and government research institutes. His research areas include hydraulic engineering and dam engineering, with a particular emphasis on sediment management in rivers and reservoirs, river restoration, and dam operation. He currently serves as Vice President of ICOLD and Chair of the Asia-Pacific Club. He is also President of the Japan Society of Dam Engineers and Chair of the IAHR Japan Chapter.

Liu Bin is a civil engineer and project manager from POWERCHINA Chengdu Engineering Co., Ltd. He earned his Master's degree in Hydraulics and River Dynamics from Sichuan University in 2010. Since joining POWERCHINA, he has been actively involved in the design of conventional hydropower and pumped storage projects. His extensive protfolio includes contributions to dozens of hydropower projects across more than 10 countries. Currently, he serves as the design manager for the Tanahu Project in Nepal and the Chief Engineer for the Rucalhue Project in Chile, both currently under construction. He has also served as the lead English translator of four Chinese hydropower design standards.

Chris Nielsen is an accomplished civil engineer with over 35 years’ experience and an extensive history of contribution to the water industry through professional bodies including Engineers Australia, ANCOLD and ICOLD. He holds key roles including the Chief Engineer of the Queensland Department of Local Government Water and Volunteers (Australia) and Immediate Past Chair of Engineers Australia’s Civil College Board. He contributed to guidelines such as Australian Rainfall and Runoff, Climate Risk Tools, and CFD for free surface flows. With ANCOLD, he worked on dam safety, risk assessment, and emergency plan guidelines. Specializing in numerical modelling of rivers and floodplains, he has shaped regulations and industry procedures for dam, weir, and levee design, failure impact, emergency response, climate change, and project prioritisation, linking technical expertise with public safety and governance.

Wei Wangru is an Associate Professor of Hydraulics and River dynamics at the State Key Laboratory of Hydraulics and Mountain River Engineering, Sichuan University. He has been awarded the Chang Jiang Scholars Program by the Ministry of Education of China. His primary area of expertise lies in hydraulic structures, encompassing both theoretical fundamentals and physical modelling. His research focuses on the complex mechanics of turbulent flows in high-head hydraulic structures, including air-water flow hydraulics, cavitation erosion and aeration protection, and flood discharge energy dissipation. The advanced technologies to which he has contributed, including energy dissipators, aerator devices and structural optimizations, underpin the hydraulic design of current engineering endeavors in China.

Sebastien Erpicum is civil engineer and holds a PhD in Applied Sciences from the University of Liège, Belgium, where he currently serves as an Associate Professor. He is in charge of the Hydraulic Engineering Laboratory (HECE), where he has been teaching and conducting research for more than 25 years, focusing on hydraulics and hydraulic structures. His technical expertise spans experimental and numerical modeling, applied to more than 50 major projects worldwide, including large dam spillways, hydropower schemes and flood risk management systems. He is the Belgium representative to the ICOLD Committee on Hydraulics for Dams and previously served as Chair of the IAHR Hydraulic Structures Technical Committee. In recognition of his contributions, he received the ASCE Hydraulic Structures Medal in 2020 and the 22nd IAHR Arthur Ippen Award in 2021.

Valentin Heller is an Associate Professor in Hydraulics in the Department of Civil Engineering at the University of Nottingham, UK. Prior to this, he held research positions at Imperial College London and the University of Southampton and obtained his PhD from ETH Zurich in 2007. Dr Heller has published extensively in Experimental and Computational Fluid Dynamics, with research spanning scale effects, landslide-tsunamis, novel scaling laws in air-water flows, wave-flexible-structure interaction and hydraulic structures. His review article on scale effects in the Journal of Hydraulic Research (JHR) received the Harold Jan Schoemaker Award from IAHR in 2013. He has also been highly active in editorial roles, including serving as Editor of Landslides (2018-2025), for which he received the Editor of Distinction Award (2025). He currently serves as an Associate Editor of the JHR and as an Advisory Editorial Board Member for Coastal Engineering.

Michele Palermo, PhD, is Associate Professor at the University of Pisa, Italy. His main scientific interests are localized scour phenomena downstream of hydraulic structures, design of eco-friendly structures for river restoration, scour control at bridge piers, plunge pool scour process, physical modeling of hydraulic structures, and hydraulic jump on rough beds.
